Depending on state, a reasonable number of attempts can mean the vehicle has been out of service for repair of one or more nonconformities for a cumulative total of 30 or more days.
Imagine the first attempt takes a year to fix -- would the consumer just be out of luck? Unlikely. There is often a time factor that overrides. 30 days seems to be the cut off in Florida, but consult a lawyer.

In Florida, 30 days is when you may be eligible for a refund or replacement. It is not when they need to refund you money. There are many factors that got into it.
