My logic would say the manufacturer decides what is the best service interval for a specific car, still can't understand why half the time in US compared to UK!.

Many owners in the US still change their oil at 5k miles or less no matter what the manufacturers or oil testing say. You would never get them to go with every two years even though technically it should be fine. BMW likely chooses an interval that better fits into the mindset of consumers.
