The control/flap is in the passenger footwell. I pulled the cover off and when you manually set the vent to recirculatemand back to fresh air, you can clearly hear it (There is a slight delay between changing the setting and the noise).
I leave mine on fresh air.

Rereading above, we may be talking about a different noise/source. I’ve isolated this one in my X5 and it comes from the blower fan’s (passenger footwell) external air/recirculating vent flap. Seems like the noise you all are describing is more persistent
