I'd say HON is closer to being a Dota rip-off than LOL. League plays much differently.
That said, no one is lining up to play Dota. Original Dota was un-balanced crap. HON or Dota 2 is going to be a massive improvement.

Shitty computers, no steam. Steam is expensive for cybercafes to run, and that's where a lot of gaming happens in countries that traditionally love DotA.

This, it's easier to follow the tried and true method of pirating WC3 then fucking around with steam cafe accounts for dota2, I know by experience.

But since we're here, I am currently playing World of Tanks on the xbox360. Flippin awesome... talk about learning things about WWI tanks through today... anyway.
