I told the person to get it from TrueCar and the dealer finally relented and processed the incentive. Dealers can do some weird things at times. It is always cleaner to avoid BMW's process and print your certificate from Truecar's military site or NFCU's site.

The dealer I'm working with had me complete the ID.me process through the BMW site, had me use the selling dealer (out of state for me) as my Dealership and do a screen grab with the resulting Customer ID and Offer Code and email it to them. I did eventually get an email from BMW with the same ID and Code but it took a day or so.
