My understanding is if they had/have an allocation, that is a guarantee for whatever month the allocation was for-meaning the car is scheduled to be built that month of the allocation. If it is supposedly getting pushed back, it sounds like they told you they had an allocation but really didn't. I hope this helps. Good luck.
