That is a question where a lot of variable will need to be accounted for.
For the drag:
1. Speed
2. hp rating
3. Weight of the car
For wind/tire noise:
1. Type of tire and brand
2. Tire pressure
3. Car insulation
But, in general, you will not notice any difference.
