I mean if you have a neighborhood Facebook page you can try that. Else, you can try reporting to the authorities, but good luck. Also if they have their medical card it is useless anyway. It would be similar to a neighbor smoking a cigarette, is what it is. I can see the annoyance though. You could pick up the trade yourself then you probably wouldn't be annoyed - kidding haha
