Can someone perhaps provide a better explanation? I have seen reports from members of this forum performing OTA updates and their iDrive firmware versions incremented to 3/2019.60 (or similar pattern). I really think OTA and dealer updates are the same, it's just OTA is not fully happening for all the cars out there yet, only small batches are cleared for OTA upgrades. So if you really need it and insist, then dealer can do it in offline mode. Otherwise it's a full iDrive firmware version that gets upgraded in both cases.
OTA will update your iDrive firmware. Only certain modules are updated through OTA. There's several modules in a modern BMW, approximately 17, however the number is based on how the car is optioned.

In order to fully update all modules it will require a ISTA programming session.
