It's a state thing I believe. Here in Florida, we have a mandatory $0 deductible for windshield replacement as lots of debris on roads and its a moving violation to have a cracked windshield.

Florida Statute 627.7288 requires auto insurers in Florida to replace or repair their policy holders damaged windshield with zero deductible, or, in other words, for “free.”

I can get small things fixed with Safelite for free but a replacement goes under my comprehensive. There's no such mandate in Texas although there should be
