Take them to FAMILY court
Take it to your favorite dealers body shop and ask them what the least intrusive fix would be. Looks to me like its a very simple fix for a body shop to do without removing the trim panel. A more direct answer is that yes, that arch is removable, there have been a couple owners, one in the Philippines I believe, who bought the X-Line, removed those arches and had them painted body color.
