They clearly tested the market and behavior with the 3 year purchase/immediate eligibility benefit, hoping the overall increase in memberships would exceeded the cost of the rebates. Looks like that wasn't the case.
BMWCCA does not give out the rebates, those are from BMWNA so there is no correlation/dependence/etc. on the membership fees and the rebates.
