I think it is assumed by dealers that the certificate has not been updated yet so they let it go. If BMW would have pulled it from PenFed for MY22 then they would likely have something about it on their website.
Edit: It could be that TrueCar hasn't updated the template yet since printing a certificate directly from their site also doesn't have MY22. See attached. It is highly unlikely that BMW ended the military incentive starting with MY22, your dealer should contact BMWFS to verify that the Type J incentive is available for MY22.
