My experience has been the opposite. I've been pretty happy with the 21" Conti's. (I was initially disappointed with the proverbial tire brand lottery we all go through with a new BMW, but have been pleasantly surprised!). They are quieter than my 20" Michelin snow tires. However, the ride is a bit better on the Winter's. (But that's attributable to the sidewall differences.)
