No, they've been doing it via OBD2 for a long time in Illinois. You are allowed to have a few system in "not ready" state, which is what I was referring to.

If your state runs actual exhaust pipe testing, by the time you drove there, the vehicle was likely at full operating temperature, and it would not show a hit. But, each time you do a cold start, you'd be putting more pollutants into the air, all to just sound better to you.
