I am always a little leery of the EPA ratings. They have gotten better in recent years due to a change in their test methods. In my case, I had purchased a 2012 550ix. Take a look at the EPA ratings for the 550:

2011: 16/24
2012: 15/20
2013: 16/24

All three years were the same engine but what a huge difference.
With regards to the hwy mileage question, have you given thought to the 45e? I NEVER expected to buy a hybrid, but the test drive and tech improvement from prior hybrids, along with the 7500 tax credit got me to sign (it comes standard with air suspension btw). From your handle it appears you drive a lot (as I do), so for me getting 30miles everytime I charge will take my gas station visits from 2 times per week to once every 3-4 weeks. The car is just as fast as the X5 4.0 as well.
