Appears it's the car that notices an update is available and tells the phone app when it's connected to the car, triggering the phone notifications and download process. An "essential" trip to a Starbucks Drive Thru [sic] today, 10 miles away for me, was enough to get mine going.

That is strange because I did get a notification yesterday on my connected app that there is a software update.
And wasn't near my car that day.
