I just posted a brief note on how to do this on another thread. I recently was able to remove both and vinyl wrap them. As in the other post, I recall there being 5 plastic tabs that keep the pieces on the car (2 on the top horizontal part, and 3 on the bottom one). It is on there VERY tightly, and I thought I would end up breaking the pieces before I got them off. But replacements are only $50 or so, and in the event they are broken, putting a new on would be very, very easy as you just push it on and the tabs catch.

Most of the tabs you access from beneath the horizontal sections only- the vertical side piece has no tabs. I ended up using a very thin flat head screwdriver to release the tabs. It will be a very tight squeeze to get even a screwdriver in between the trim piece and the bumper though. I would recommend pulling out from the sides of each trim piece rather than from the end closest to the middle of the car. This will make is easier.
