In my experience there are very few 'new' X5s sitting on dealer lots with DHP. Most DHP equipped X5s were likely ordered by a customer that way so they aren't typically listed on a dealer website.
I like the CPO page on BMWUSA.com a lot, I've found both of my current cars there. Only 4 2018 50i's listed right now, none have DHP, but there's several 2017's that have that package. But sounds like you want new?
CPO vehicles are pretty safe I think. My current X5 was CPO'd and I bought it sight unseen and had it shipped to me - it was in near mint condition when it arrived. Vehicle must pass a number of maintenance and condition tests to meet CPO criteria.
Not near Philly (Illinois) but this 2017 is really well optioned, including DHP - only 5600 miles...
