I guess another item to consider is that the offer may not be available to all members. It could be similar to USAA where only qualifying members can get a certificate for the discount. I think in their case it is only those who qualify to purchase insurance which would be active/former military with some exceptions for spouses, widows, children, etc.
The PenFed incentive probably can not be stacked with the USAA incentive since they seem to be targeting the same group but perhaps that is not the case.
