I would suggest a simple PC, caused by better later usage abilities afterwards and surely better to upgrade when the style of the games are no longer suitable to his current age.
Also better to restrict by writing a short file or implement the parents mode at the OS for limited the usage time.
A very no-reason was at us the argument "the others have and I dont".
