Emission rules probably.
The 48V system is giving lower emissions. Maybe some new regulations making it impossible to turn the system off?
The start stop should be more fluent now because it can turn the ICE off earlier while braking before complete stop. And it can also give a little electric punch when accelerating.
I don't no if it could run a couple of meters electric in a traffic jam?
And you can always overrule by putting it the gear into sport.
