Yes it's very common for tow hook to rust, especially in our Canadian winter + coastal humidity weather mix. All my previous cars had this problem - Toyota Highlander, then Acura MDX. I normally claim it to the dealer and they do some touch ups which fixes it for couple months, then problem returns. I just checked my 2019 X5 which I had since last summer and survived the same rough winter that my other cars did. So far surprisingly not a drop of rust. Only thing I did different with this car - I sprayed it once with WD40 sometime around fall, perhaps it helped. Anyway now I'm going to do it again for the next winter
