German laws stipulate that the speedometer cannot show you going slower than reality, so, as a consequence, there's a built-in small buffer to indicate that you're always going faster than you are. Now, that could be part of a country specific coding and other places, it could be more accurate. This also assumes you have one of the approved wheels/tires on the thing.

As far as I can tell, the odometer is accurate, though.
