The mad thing is that Verstappens massive spin and subsequent extra pit stop (to swap a fairly new set of (now flat spotted) tyres) cost him at least 30 seconds.
30 seconds off his finish race time would already have seen him in 2nd place!
Add in the time for his other spins/slides and wheelspining when up on the wet kerbs might well have seen Verstappen win.
But there is no point in having easily the fastest car when you don't have the skill in poor conditions to make the most of it.
The comparison of Hamilton and Verstappens lap chart shows the difference.
Hamiltons lap times are very consistent especially after passing Vettel...Verstappens on the other hand vary far more from lap to lap.
