I've been changing oil for 50 years (25 years BMW's) and never reached for my torque wrench. The oil filter housing is sealed by the o-ring, not torque, it just needs to be seated and snug. The drain plug needs to be 'tight'. Hardly any fasteners need a torque wrench. No way the dealership technician uses a torque wrench for these.
As for the filter, why worry about BMW part numbers? Mann is BMW's OEM supplier, just get the right Mann filter on Amazon. It comes with the drain plug crush washer.
As for viscosity, 0W-30 and 5W-30 are both 30 weight at operating temperature, so one is not for economy vs performance. Personally, I don't go for the thin oil MPG, so I'm still using 0W-40 in all of my cars. Funny how BMW required HTHS >3.5 from oil until it needed to eek out a little more efficiency from the oil and dropped it to 2.8.
