I still think 90 seconds is too short a time to react if you're on the chopping block to get eliminated... either expand the time or count ongoing flying laps as the 90 second time limit expires. A number of cars which had pace to not be eliminated were out in the middle of flying laps just because time ran out.
The idea with 90s was to not give teams a chance to sit on their asses in the pit and only get out when they were on the chopping block. The intention was to force them running laps close to the absolute maximum of what the car and driver is capable of before pitting and thereby having more laps and entertainment throughout the quali and increasing the chance that the starting field represents the speed in the cars more often than the old format that leave so much to chance when everyone sit in the pit until there is only time for one fast lap. One mistake, yellow flag or faul play ( yes Nico that's you ) and it's effed up.
