I don't think "Segregate" is the right word because, in theory, a woman who is good enough could play in the men's league. The men's leagues do not say that women aren't allowed to play in their leagues. Women's leagues (and kids leagues) do restrict on the basis of sex (and, in kids leagues, age) to give a competitive opportunity to a segment of population that otherwise wouldn't have one. This is why I never liked the argument "If women can play in men's leagues, why can't a man play in a women's league?" It's the same reason we don't let Messi play in a local U12 AYSO game (but if a U12 player was good enough, he/she could play in a top-tier professional league (subject to child labor laws)).
