It can be enabled on 2019 cars with 5AU (DAP) but it definitely isn't enabled as part of 2019_07.47 for 2019 cars as yet.

When your car is flashed, each impacted ECU is recoded at which point new features can become available.

In Japan the feature is apparently offered to 3 series owners as a paid aftermarket software retro fit, VO Code 5AR. This codes the Assisted Drive View and also extended Traffic Jam Assistant.

Most US 2019 build cars with 5AU already have 5AR but it does not appear to include the same Assisted Driving coding as the Japan cars, at least not yet.
