Unless they can secure Vettel (which is very unlikely), Alonso is Renault's best bet. I know everyone always complains about Alonso whining but that doesn't mean he's any less accomplished. Alonso would do the best job out of all the options available.
Let's assume for a second that Renault could promote someone from their Young Driver Program, it wouldn't be the smartest idea to have Ocon and a rookie developing their car especially since the Renault F1 team is already under so much scrutiny from the board to perform.
Alonso, whether people like him or not, would be able to properly develop the car and could probably put the car in the top 10 on a regular basis.
