It's quite simple - BMW uses these "military banks" as a way to offer a military discount simply because MOST of the members have a connection to the military, knowing that it is possible to become a member without being military, but simply having no other way to validate it for sure.
It is a military discount offering MANUFACTURER BONUS CASH, thus there's no disincentive for a dealership to accept it.
