The OP's photos look to me as though there is some fog.

While fog does diminish the intensity of light, I don't believe the article applies very well to this technology implementation. The laser high beams augment the LED high beams by creating a tightly focused cylinder of light focused out to about 600 meters (going from memory). Traditional headlights are not as well focused as the light coming off the laser, and in that case the glare off the fog in front of the car will diminish the driver's ability to see the road.

But as with most things in life, your mileage may vary.
