Not exactly, a mild hybrid has a smaller electric motor which can only assist the in car engine but not move the vehicle by itself. I believe it is usually also used as starter motor.
Basically, delivers something like 10HP and allows you to coast with the in car engine off, and assists when you take off to overcome the intertia of the vehicle in a smoother way.
I guess a real hybrid (plug-in or otherwise) has an electric motor capable of moving the vehicle independently for at least some distance.
