That's the key. If shit's not getting done, something has to change. In the long term they can add staff, but in the short term that can include longer hours, weekends, maybe some cancelled or scaled-back vacations (very rare and an absolute morale deep-six). And of course productivity killers have to go - likely including idle web surfing.
Here's an idea: instead of hiring and retaining people that you need to babysit like a bunch of toddlers, go find some sharp folks with good work ethics. All the bandwidth you were spending babysitting can now be redirected towards the company's mission. Or, if management hired good people but treated them like a bunch of toddlers and that approach created a self-fulfilling prophecy, maybe management needs to take a good look in the mirror.
