The oil & gas industry is pushing for FCEVs because they see it as a market for their dino juice.
Hydrogen is produced industrially in two ways.
1. Reforming natural gas or other hydrocarbons: remove the carbon and oxygen, you’re left with hydrogen.
2. Electrolysis: pass a current through water to separate the oxygen and hydrogen. This method is extremely inefficient.

So the fossil fuel folks are slathering at the possibility of continuing their business. IIRC the EU just committed something like 500 million euros to developing hydrogen infrastructure.
I’d suppose the US based industry is putting tons of pressure on the current administration to commit something similar or even bigger.
