That's what I thought too. However, I had a loaner 2021 X5 about a month ago that had 11/2020.XX (don't remember what the revision number was) and it was still listed under Climate Control Rules.
I only had it for a day so I didn't spend a whole lot of time looking at it. However, it could have been under "Automate Habits" and then Climate Control Rules. I can't remember exactly now. But it did have passenger climate control rules which previous versions didn't.
