BMW will continue to improve their engines at exactly the rate that they need to in order to remain competitive.

When automakers comment about plans to scale back ICE development, they mean that they are no longer placing as heavy of investment into future engine architectures or ICE technology as they once were. They don't mean that they are going to stop developing incrementally improved engines.

It is difficult to predict when the last of the ICE engines will appear on the market, but estimates under, say, ten years from now would seem to be aggressive and beg for a degree of skepticism. We should accordingly be skeptical of any suggestion that engines on the market ten years from now will offer no significant higher output than those of today.
