He is correct. Priority one options, unless due to a specific part shortage, do not delay the order. They are just restricted to "Customer Sold" cars. Individual options, don't necessarily delay a build, but frequently do, and they do lock in build specs earlier and prevent changes from being made unless you want your build week pushed out.
