I recall reading in another thread that Individual paint adds about 11 weeks to your build time. Production likely won't start right away because either it's quite the process to change the paint stations for Individual colors and/or Individual colors are loaded in the paint stations less frequently than non-Individual colors.
also, Individual paint's application has implications. the sensors for the Lane Change Assistant are affected so this feature is disabled if you get Individual paint. plus, its thickness and chemical makeup can negatively affect other sensors, so they have to manually test to ensure any other Assisted Driver features are working properly, which adds more time to your build, too.
I can see why BMW calls it "Individual"... a Very Individual Production (VIP) :P
