Everywhere I've worked has "rules" about internet use.
But they dont care if the work is getting done. The problem is, ive also worked with people that would surf the internet all day long regardless of if they were behind or not. If youre productive and making the company money, chances are they arent going to care, but having a "no personal use" clause in their policies makes it easier to bounce the people that are slacking and falling behind.
On some of my projects i have instituted no phones can be out except for those in charge (super/foreman/etc) to get guys from being on their phones all day. nothing worse than needing a craine pick or some other piece of equipment and the operator is sitting there on his phone not paying attention.
