No, it does not require the Tesla app to function.
You do want to have Wifi for the Tesla wall unit and also the other modern wall chargers like JuiceBox. This allows for automatic updates when the unit can utilize your home Wifi also. I don't think the Wifi is required to have, but it is something you should try to link to whatever wall charger you buy.
If I didn't have the Tesla Wall Connector unit, I would likely get the JuiceBox 48 amp unit.
