Does open recall block updates?

I have a 2021 45e that's has the open battery recall. The car, built July, has the March 20 software. I would have expected the 07 OTA update by now. Could the update be blocked by the battery recall?

I wouldn't think that the recall is blocking it, there are still many folks that have not received the OTA yet. BMW is not prioritizing by the age of the current version on the vehicle and no one seems to know what process they are using to choose which vehicles receive it when.

I also have a July built 45e running version 03/2020.69 . Dealership told me the software will be updated to 11/2020 when the battery test will happen.

The OTA update schedule is unpredictable to say the least. I have a Nov '19 build that finally got updated to 11/2019.something a month ago. No sign of any newer update coming down the pipe OTA. So I'm going to bet the recall has nothing to do with it. Besides, that would require BMW to coordinate several systems in order to cross-reference information, and what are the chances of THAT happening?
