I purchased a used set of 744 wheels. One wheel is chipping in one spot. Is that the clear coat chipping? See pic. What is the best way to repair? TIA

Yes that's the lacquer peeling. The only proper option is to have it repainted. A touch-up won't work long term because even if you remove all of the flaking lacquer, the new edge of the old lacquer will always be ready to peel again.

This happens a lot when exposed to salt due to salt build up on the wheels and eventual corrosion. I see this in places where salt is added to the roads to melt the snow. Best thing to do is to rinse the wheels once or twice a week to prevent or delay this from happening.
