Apparently this is an IQ test given to job applicants in Japan: Everybody has to cross the river.
Here are the rules:
1. only 2 person on the raft at a time
2. the father can not stay with any of the daughters without their mothers presence.
3. the mother can not stay with any of the sons without their fathers presence.
4. the thief (striped shirt) can not stay with any family member if the policeman is not there.
5. only the father, the mother, and the policeman know how to operate the raft.
6. to move the people click on them
7. to move the raft click on the pole on the opposite side of the river

Yes, the secrete is the cop and the prisoner move multiple time in the begining, mid part, and at the end of the game. Give it another try.

It all right, I try it more than 10 times. There are two different way to get all the people to the other side.

I think 17 is the bare minimum. Don't think there is any other way around it.

took me 15min.

Spent first 10min because I didn't see how the cop/theif is the key. Just did random crossings for guessing game.
Afterwards, it was quick process. And yes, 17 crossing is the best I can do.
