Powered tailgate standard?

Are both tailgates meant to be automatic as standard?

I don't have the comfort pack.
I have to manually open bottom bit (not a major hassle opening).
When I try to close it I have to manualy close the bottom otherwise I can't control it with the key.

Anyone who knows what's going on?

What you have is the standard set up. Lower tailgate is only powered with comfort access

Sadly this is true. Picked up my new car on Thursday and the omission of the powered lower tailgate was disappointing.

I took the car from stock so didn't have the option of comfort access however, I wouldn't have selected this option if I built the car anyway.

It's not clear on the website.

Many things could have been explained a lot clearer on BMW websites, but they prefer the general, muddled, marketing words.
