Enabling of Anti-Dazzle

Good Day All, I am patiently waiting for my new X5 to complete its assembly. So, I do not yet have my new car. However, I want to have the Anti-Dazzle enabled, even on such a new car.
On the build/order sheet there is a line item stating “Decoding of Anti Dazzle” so being a logical individual, I have to assume that the original software that is going into vehicle has it already enabled and somewhere along it journeys through Spartanburg this anti-dazzle is disabled for US markets. I have to also assume that since it was there to begin and I have the Adaptive Laser system in my packages, that the hardware and servos that move head lights around are also already present.
All said, I personally do not want to attempt to recode myself but rather find an expert that can do this. It may not have to be local to me……. but does anyone of you know where to have this done????

Mine has "5AP Decoding for no-dazzle high-beam assistance"

Does that mean the factory turned it off or on? I know Europe has the full capability, but I thought the US had some "limited" capability. Just not sure what that really entails.

Yes that means factory (Spartanburg) has to turn it off. (but I want mine on)

I saw the decoding for anti-dazzle on my build sheet. What does that actually mean? What is anti-dazzle?

It removes the anti-dazzle feature from your laser lights since it is still not legal in the US. The vote that was supposed to occur in October never did.

In very simplistic terms, the anti-dazzle is a way to have the high beams on just about all of the time and certain parts of it will turn off when there is an approaching vehicle. There are some videos out there of folks who turned their anti-dazzle on.

if you watch these videos, you might understand why I want these. As an engineer for so many years, this is one of the coolest things. but the recommended guy to add this back in code is in California and I'm in North Carolina

They do it remotely. You need a ethernet to OBD adapter cable, reliable wifi signal and laptop. I think they use Teamviewer to remote in once your laptop is connected to the car via OBD cable.

Is the hardware - LED lights in my case - the same in US cars and Europe cars? I have read conflicting information which reduces the effectiveness of Anti Dazzle in US cars, which may potentially blind oncoming traffic?

There is at least a cosmetic difference in the headlights...those sold in the USA must have a DOT imprint on them indicating that they meet DOT requirements. Europe tends to allow the headlights to be bluer than in the USA, and some have indicated that the supply voltage to them is lower in the USA meaning that they aren’t quite as bright (but should last longer, but that’s also not normally an issue with LEDs). Europe doesn’t have the same side marker regulations, either.

There has been some discussion to allow a vehicle certified in certain markets to be sold in the USA without changes, but think about it...it took the DOT years to approve halogen headlights, then more to approve xenon, and more for laser based, and we still are way far behind the best tech...US rules require a simple high/low functionality of the headlights and define the beam...totally in conflict with the anti-dazzle logic now being used elsewhere. As mentioned, they were on schedule to approve the US implementation of the mode last October...about 6-months...government moves slowly!

FWIW, the anti-dazzle module of software functionally overrides the ability of the vehicles sold in the USA from performing their intended function. To make it work, first, that software module must be deleted, and then a few software switches in other modules need to be set to make them work as well as they can with the available hardware...so, getting them to work is all software. To get them to the full, Euro functionality, would also require changing the headlights themselves.
