Whether something works or not all depends on the diameter and shape of the plug. Well, you could maybe plug something in that blew the fuse, but other than that, it works.

Cars don't come with lighters anymore. I can't remember the last time I had a car with one. I've had Hondas and BMWs. It's strictly a power outlet. Some manufacturers offer a "Smokers Package" option to have the old school lighter/ashtray. Any accessory "cigarette lighter" plug fits in there i.e. air pump...

Dual USB C charger
I love this little gizmo. Bought it a couple of days ago while my car was in transit and put it in when I got the car yesterday. Is perfect!👌

Does the lighter ring illuminate?

Depends on which version of socket you have.

I use it to charge my phone and eventually I'll plug in this mint condition original packaging never used BMW LED. Im sure other markets still get an actual cigarette lighter.
My LED flashlight arrived last week. I was surprised at how well made and bright it is. I don’t leave it plugged in though so it doesn’t kill it’s battery. One note of caution, it is too long to have plugged in the center console outlet with the tray/door shut.
