Typically, when you place the order.

You kinda lose any leverage if you don’t negotiate prior to placing the order with the dealer as they are going to ask for a deposit. So see what kind of discount your dealer will give and then shop it around. Also depends on what vehicle you are purchasing as some models are harder to get due to limited allocations.
