My point was that "discount" that buyers are expecting from a Hybrid may be gone next year making 45e that much more expensive.

While selling cars everyone assumes that Tax credit is a discount on a new vehicle and it should be applied as a "rebate" on a used one since it does not qualify.
So if you were to buy a new EV u'd get smae 7500. But now virtually it is an 11K discount on a car since the 7500 someone may account for is not applicable next year.
Otherwise, The base line of a used hybrid is its MSRP - the tax credit.
