On the electric mode, available electric power shown on the gauge is 60-70% but I am not sure I have pressed the gas pedal beyond that point. It never turned on me so far.

On hybrid and battery hold mode, yes it is.
1) in Electric mode, I’ve only seen the power meter go as high as 40%
2) to activate the ICE while in Electric mode, you need to press the pedal past the resistance point. it’s a definitive CLICK

A tiny engine with a ZF hybrid tranny doesn’t make much sense.
That's essentially what the i3 is/was. The REx option included a 2-cylinder motorcycle engine that, except say on a long uphill grade, could provide enough power to keep the EV motor running on cruise. Course, it had a very small gas tank, part of one of the CA requirements where the REx assisted range couldn't exceed the all-electric battery range to qualify for certain tax benefits.

I always wanted morePower when making a right turn on a high speed traffic. It was scary to be on EV mode first time. I could not catch up with the traffic speed. Now I switch to ICE whenever I come across the situation and happily move back to electric once merged to the lane successfully.
